We need capnproto-lix to be provided by callPackage, otherwise it won't
be spliced and the same (built for the cross host platform) for both
buildInputs (correct) and nativeBuildInputs (incorrect). We thus move it
into the overlay.
A similar problem exists for the lowdown build. We thus use callPackage
to override it as well. This is horrible (especially because it means we
need to pass the enableDarwinSandbox package argument through
ourselves), but at least it builds...

Since we include kj from a header, we need to add a dependency to force
downstreams to also have it as a declared dependency or at least put it
in their include dir paths.
Given kj is what it is, this is basically unavoidable that this
dependency is visible.

We're not using it anymore. Any leftover bugs in the Meson buildsystem
are now just bugs.

Perl has an env hook[1]. Passing the paths manually without putting them
in buildInputs is harder to understand, plays less nicely with dev
shells, and is less build-generic.
Produced identical output on my x86_64-linux machine, and on my
aarch64-darwin machine was identical save for the derivation output path
which gets embedded into the .dylib Mach-O.
