this requires some hacks to make error reports visible, but hey. it's
better than no progress reports at all, and successful runs no longer
spew huge amounts of useless log output onto the developer's terminal

When importing Python modules, we include `functional2` in the module
path, like this:
from functional2.testlib.fixtures.env import ManagedEnv
This means that python expects to see a file like
`functional2/testlib/fixtures/env.py`. We run `pytest` from `tests/` in
the `justfile` and have `tests/functional2/__init__.py` so `pytest` in
`meson` is able to find these imports.
However, language servers generally consider the `pyproject.toml` to be
the project root, so (e.g.) `pyright` is unable to follow any of the
`functional2` imports, leading to lots of spurious errors.
In cl/4840 I moved `tests/functional2/pyproject.toml` to
`tests/pyproject.toml`, which worked but was considered aesthetically
unappealing.
This diff is much larger but it's a more elegant solution.

Due to how meson works with the current justfile options, it is not
possible to pass additional arguments into the functional2 test
suit/pytest.
Due to that, it isn't possilbe to narrow down what tests to execute or
add output options or similar.
This commit adds an additional recipe, calling pytest directly ensuring
arguments are handed through

Previously, only the `install` target in the `justfile` took extra
`*OPTIONS`, which meant you could run `just build install test` (or
`just clean setup build install test` for a clean build). This is much
more convenient than `just build && just install && just test`.
However, sometimes you *do* need extra options for some of those other
targets, so over time they have gained extra arguments. But these
prevent you from chaining the targets together:
$ just clean setup build install test

meson setup build --prefix="$PWD/outputs/out" $mesonFlags build install test

As a compromise, I've renamed the targets with extra arguments to
include a `-custom` suffix, and added aliases for the old targets to
call the `-custom`-suffixed target with no extra arguments.
This makes it possible to run `just build install test` again, but keeps
the ability to run `just build-custom EXTRA_MESON_BUILD_ARGS`.
BONUS:
- Added `test-unit` and `test-integration`, because I always forget the
arguments to run a particular test suite and the names of those test
suites.
- Added doc comments to `lint` and `lint-fix`.

The principle of this is that you can either externally build it with
Nix (actual implementation will be in a future commit), or it can be
built with meson if the Nix one is not passed in.
The idea I have is that dev shells don't receive the one from Nix to
avoid having to build it, but CI can use the one from Nix and save some
gratuitous rebuilds.
The design of this is that you can run `ninja -C build clang-tidy` and
it will simply correctly clang-tidy the codebase in spite of PCH
bullshit caused by the cc-wrapper.
This is a truly horrendous number of hacks in a ball, caused by bugs in
several pieces of software, and I am not even getting started.
I don't consider this to fix the clang-tidy issue filing, since we still
have a fair number of issues to fix even on the existing minimal
configuration, and I have not yet implemented it in CI. Realistically we
will need to do something like https://github.com/Ericsson/codechecker
to be able to silence warnings without physically touching the code, or
at least *diff* reports between versions.
Also, the run-clang-tidy output design is rather atrocious and must
not be inflicted upon anyone I have respect for, since it buries the
diagnostics in a pile of invocation logs. We would do really well to
integrate with the Gerrit SARIF stuff so we can dump the reports on
people in a user-friendly manner.

The stdenv phases don’t actually do anything (at least not anymore),
and our justfile doesn’t behave the same as our docs.
This patch removes the stdenv phases from the docs, documents our
usage of just, and makes `just setup` heed `$mesonFlags`.

`meson test` refuses to let `--verbose` (which shows the entire
invocation and stdio) override `--quiet`, but if neither are specified
in the justfile then you can use either `just test -q` or `just test -v`

My main motivation for this change is to limit the amount of compile
jobs to make sure my machine is still usable for something else when
building a fresh Lix locally.
Also made `build` a dependency of `install`: this is analogous to
`make install` in CppNix where this both recompiles changed files and
installs the artifacts into `outputs/out`. May be a little more pleasant
to work with that, especially when you're used to contributing to
CppNix.
