We don't want any of this github integration stuff since it won't do
anything, flakes don't support subdirs properly and maintaining a second
flake is pointless and annoying, and then the rest is lix formatting
standards hitting n-e-j.

Jade Lovelace 9760c00591 clang-tidy: Obliterate FixIncludes check
We have obliterated the support across the build system for these
include paths anywhere, so the codemod is now redundant and can go.

clangd broke because it can't look through symlinks. compile_commands
manipulation does not fix it, clangd configuration does not fix it, a
vfs overlay does not fix it, and while a combination of those can fix
it with a bind mount in place that's just too cursed to even consider

Jade Lovelace b62cc7b361 meson: prepare for include rearrangement
Context: we have include paths that are "types.hh" and similarly common
names. We currently have these compatibly available as
"lix/libutil/types.hh" externally but *not yet internally*. This is
because we don't have any way for the src directory to appear as
`"lix/"` from inside of Lix: the lix/ include directory is created by
the install process.

The goal of this whole thing is to make it clearer which component of
Lix that files are a part of, which should hopefully help at least a
little bit to new developers. One disadvantage of un-mixing these is
that it will cause some API changes if we ever move a file between
libraries, but that is not very common, and we don't care that much
about external API users.

This was planned for a while and is why we have a FixIncludes check to
begin with.

Personally I don't see a great benefit in rearranging our source code,
and in fact, it would probably be counterproductive:
- Moving the includes into a separate `include/` directory would just
  make developers have to deal with more directories, when we can
  already generate the desired layout through the build process.
- This would also decouple the .cc and .hh files which currently
  conventionally have each others' definitions and declarations
  respectively, right next to each other, making it easier for them to
  feel decoupled and diverge.

Content: Add ../include as an include directory so that lix/ in include
paths will resolve to src/ within Lix itself, just as it does externally
today. This prepares for a further series of commits applying the actual
change to each library one-by-one by accepting both include versions at
once.

This could have been done with ../ and a symlink called lix, but we
would like to not accept libexpr/foo.hh internally for it would be
broken externally, so we need an otherwise empty directory for the
include.

Qyriad 95863b258b build: build lix-doc with Meson! 🎉
lix-doc is now built with Meson, with lix-doc's dependencies built as
Meson subprojects, either fetched on demand with .wrap files, or fetched
in advance by Nix with importCargoLock. It even builds statically.

Fixes #256.

Jade Lovelace 3daeeaefb1 build: implement clang-tidy using our plugin
The principle of this is that you can either externally build it with
Nix (actual implementation will be in a future commit), or it can be
built with meson if the Nix one is not passed in.

The idea I have is that dev shells don't receive the one from Nix to
avoid having to build it, but CI can use the one from Nix and save some
gratuitous rebuilds.

The design of this is that you can run `ninja -C build clang-tidy` and
it will simply correctly clang-tidy the codebase in spite of PCH
bullshit caused by the cc-wrapper.

This is a truly horrendous number of hacks in a ball, caused by bugs in
several pieces of software, and I am not even getting started.

I don't consider this to fix the clang-tidy issue filing, since we still
have a fair number of issues to fix even on the existing minimal
configuration, and I have not yet implemented it in CI. Realistically we
will need to do something like https://github.com/Ericsson/codechecker
to be able to silence warnings without physically touching the code, or
at least *diff* reports between versions.

Also, the run-clang-tidy output design is rather atrocious and must
not be inflicted upon anyone I have respect for, since it buries the
diagnostics in a pile of invocation logs. We would do really well to
integrate with the Gerrit SARIF stuff so we can dump the reports on
people in a user-friendly manner.
