Disable nixpkgsLibTests temporarily

Browse Source 
Several nixpkgs bumps up to https://github.com/NixOS/nixpkgs/pull/434761 will
be required to fix them. Disable the tests temporarily to avoid having to
squash all the backports, which would lose history.
