nixpkgs 24.11 changes how we access xonsh yet again
and updates clang.
Unfortunately, clang 18 produces significantly more
warnings on existing code that is challenging to fix.
Make sure that doesn't error when we're running
`-Werror` builds.
n.b. I had to change the "SSL certificate problem: self-signed
certificate" to the old error prior to the improved libcurl errors,
since what is presumably a difference in which TLS library is used has
cropped up between releases? Either way the curl error buffer is empty.
Seems like we aggressively cannot do anything about this.

FreeBSD was left out of a few refactors over the last few months.
Add a header and register the store implementation so it's back
to working as well as it was before.

The devShell relied on several packages directly from `pkgs`
or used with a non-splice-aware functions.
These would be built for the host system, making them useless
in a devShell for the build system.
Make sure that all packages are for the build system when needed.
Some other minor changes also required:
* Make devShells use `clangStdenv` because GCC is currently broken
* Disable rr when making a cross stdenv

The lix package currently fails unless it's using a clang stdenv.
However, the flake's cross build outputs (e.g. `packages.x86_64-linux.nix-armv7l-linux`)
used the default stdenv, normally gcc.
Replace this with clang to fix package build.
Also take this opportunity to remove the no longer necessary `useLLVM = true`
override on FreeBSD. Since 24.05, nixpkgs always sets `useLLVM = true`
on FreeBSD in `lib.systems.elaborate`.

The target_machine variable is meant for the target
of cross compilers. We are not a cross compiler, so
instead reuse our host_machine based checks.
Fixes Linux→FreeBSD cross, since Meson can't figure
out `target_machine.kernel()` in that case.

bindPath/doBind is a useful function in build that is used in several
parts of LocalDerivationGoal. Moving this function makes it easier to
split LocalDerivationGoal implementation between several files.

getSelfExe is used in a few places re-execute nix.
Current code in this file uses ifdefs to support several
platforms, just keep doing that

Passing through root paths allows external programs to see
which nix and cacert are in a binary tarball,
e.g. to recreate it from substituters

This rather simple function existed just to check some flags,
but the response varies by platform. This is a perfect case for
our subclasses.

Previously, the garbage collector found runtime roots on Darwin by
shelling out to `lsof -n -w -F n` then parsing the result.
However, this requires an lsof binary and can be extremely slow.
The official Apple lsof returns in a reasonable amount of time,
about 250ms in my tests, but the lsof packaged in nixpkgs is quite slow,
taking about 40 seconds to run the command.
Using libproc directly is about the same speed as Apple lsof,
and allows us to reënable several tests that were disabled on Darwin.

Meson fails to setup when cmake is not found.
Add cmake to the default devShell so meson build works.
