Alois Wohlschlager 2d4aca2546 libutil/logging: fix build without precompiled header
Commit 0109368c3f missed to include a required
header, which is not noticed when the precompiled header is enabled because
it's included in that. Also include it in the file so that the build without
precompiled header works too.
