eldritch horrors 351c1a9c52 meson: build and install nix3 manpages

this notably does *not* install the `nix3-manpages` manpage the old
system generated, mostly because that page was empty and just a bug
with a coat of documentation paint.

Nix

Nix is a powerful package manager for Linux and other Unix systems that makes package management reliable and reproducible. Please refer to the Nix manual for more details.

Installation

On Linux and macOS the easiest way to install Nix is to run the following shell command (as a user other than root):

$ curl -L https://nixos.org/nix/install | sh
